KEEP RIGHT EXCEPT TO PASS...no exceptions!!!!!!
Anybody, and I mean ANYBODY who ignores that basic principle is an inconsiderate a-hole.
I don't care whether they happen to drive a rig, a bike, a 'Vette, or a Crown Vic. Stay the heck outta the left lane if you're not passing somebody, for cryin out loud!!!
It has gotten to the point here in Tennessee, that if you want to pass somebody, you simply HAVE to use the right lane, cause the left is all jammed up with a-holes who won't get over. Sure makes it dangerous. But if you happen to have enough horse power, you definitely have an edge, 'cause you can get around quickly. (Or maybe they passed a new law making the right lane the passing lane, and I missed it).

It could be that the Harley riders were not native Westerners and assumed the rules of the road were all the same. I've been on that side of the table more than a few times, myself.
I find this subject interesting because of my first few cross-country trips.
Being from the West, specifically Cali, the whole "drive in the right, pass on the left" lane positions are totally foreign to Cali folks, SoCal in particular, although I totally understand the reasoning behind it in most other states.
I-40 is the freakin' longest two-lane freeway I have ever rode on. I think the longest we have out here in SoCal could be classified as an on-ramp to the "real" freeway. (I keed)
It takes some getting used to to ride in other states. I was constantly cruising in the left lane, passing folks thinking, "Wuzzup with these folks. You got a perfectly good lane here." We view ALL lanes as passing or driving. Yes, slower traffic resides in the far right lane, but we make no distinction. Even on our long 2 lane freeways (I-15 to Vegas) we don't adhere to the "drive right, pass only left" mentality.
It's easy for Westerners to scoff at those freeway rules but other states have them implemented for a reason. Again, I totally get it.
The majority of our freeways are all 4 - 5 lanes + carpool. The 405 carpool lane renovation is nearly complete: nearly 90 miles of 4 + carpool on the Westside - from the Valley to South Orange County (technically west SoCal). That's the HIGHWAY distance between some cities in other states.
I know there is no lane sharing in other states so I'm mindful of that, but I didn't know that in some states you can't even split the lanes at a stop light or sigh (Learned that lesson in Arkansas). I played the "Ugly Californian" in Chicago and split lanes on the freeway because if I didn't, I probably would still be there (That was in July '07).
It's funny to listen to transplants (that's what we call them) talking about the freakin' illegal motorcyclists splitting the lanes out here. They really don't know that it's legal in Cali. I try to give East Coast license plates a wide berth on the freeway. It freaks the crap out of them when you zip by. They swear the bike was "doing 80", when in fact it was only 30. It just felt that way because they were sitting still and surprised by something they didn't expect.
But it works both ways, too. I was never so freaked out as I was in Wisconsin getting passed on the freeway by a bunch of riders with no helmets. I had never saw anything like that before in my life.
