Stupid Newbie Question #2

I have done a good job of keeping an eye on tire pressures. They have not gotten below 40psi (front or rear). I didn't get a chance to spend much time messing with it last night. However, I looked at it briefly and it appears as though the chain is resting on that plastic piece both with the bike on the side stand and with it standing up. I was by myself, so I had no way of checking to see if this was true with me sitting on the bike. I am beginning to think that what I am hearing is the chain rubbing this plastic piece. That would definately be plausible judging from the way it sounds.
