WASHINGTON - Congressional leaders announced a deal with the White House Thursday on an economic stimulus package that would give most tax filers refunds of $600 to $1,200, and more if they have children.

House Speaker Nancy Pelosi said Congress would act on the agreement "â€￾ hammered out in a week of intense negotiations with Republican Leader John A. Boehner and Treasury Secretary Henry Paulson "â€￾ "at the earliest date, so that those rebate checks will be in the mail."

The rebates would go to 117 million families, according to a Democratic summary. That includes $28 billion in checks to 35 million working families who wouldn't have been helped by Bush's original proposal, the analysis estimated.

Republicans, for their part, were pleased that the bulk of the rebates "â€￾ more than 70 percent, according to an analysis by Congress' Joint Tax Committee "â€￾ would go to individuals who pay taxes.

Individuals who pay income taxes would get up to $600, working couples $1,200 and those with children an additional $300 per child under the agreement. Workers who make at least $3,000 but don't pay taxes would get $300 rebates.

The rebate part of the plan would cost about $100 billion, aides said. The package also includes close to $50 billion in business tax cuts.

The package would allow businesses to immediately write off 50 percent of purchases of plants and other capital equipment and permit small businesses to write off additional purchases of equipment. A Republican-written provision to allow businesses suffering losses now to reclaim taxes previously paid was dropped.

Pelosi, D-Calif., agreed to drop increases in food stamp and unemployment benefits during a Wednesday meeting in exchange for gaining the rebates of at least $300 for almost everyone earning a paycheck, including those who make too little to pay income taxes.

"I can't say that I'm totally pleased with the package, but I do know that it will help stimulate the economy. But if it does not, then there will be more to come," Pelosi said.

Boehner said the agreement "was not easy for the two of us and our respective caucuses." He added, "The two caucuses have to come together and to work in a bipartisan way and to reach a compromise that I think is in the best interest of the American people."

Paulson said he would work with the House and Senate to enact the package as soon as possible because "speed is of the essence."

The Treasury Department has already been talking to the IRS about getting the checks out "as quickly as possible, recognizing that the tax filing season is ongoing," said Treasury spokesman Andrew DeSouza.

The rebates would phase out gradually for individuals whose income exceeds $75,000 and couples with incomes above $150,000, aides said. Individuals with incomes up to $87,000 and couples up to $174,000 would get partial rebates. The caps are higher for those with children.

The agreement left some lawmakers in both parties with a bitter taste, complaining that their leaders had sacrificed too much in the interest of striking a deal. Many senior Democrats were particularly upset that the package omitted the unemployment extension.

"I do not understand, and cannot accept, the resistance of President Bush and Republican leaders to including an extension of unemployment benefits for those who are without work through no fault of their own," Rep. Charles B. Rangel, D-N.Y., the Ways and Means Committee chairman, said in a statement.

Sen. Max Baucus, D-Mont., the Finance Committee Chairman, said leaving out the unemployment extension was "a mistake," as he announced plans to craft a separate stimulus package in the Senate.

NEW YORK (CNNMoney.com) -- Washington leaders have agreed on a $150 billion deal to stimulate the economy by giving workers rebates of as much as $600 or more.

But some experts say it could be summer before Americans see any real cash.

The goal for both Democrats and Republicans is to get the money into the hands of consumers as soon as possible.

First the Internal Revenue Service has to cut the checks. That's the tricky part.

The earliest the IRS could start mailing out checks is the end of June, since the agency is now in the middle of the 2007 tax-filing season, experts said.

"It is remarkable that the world's leading economic power can't get checks out the door faster than that," Peter Orszag, the director of the Congressional Budget Office, told the Senate finance committee on Tuesday. "But it's a reflection of the fact that the IRS's infrastructure is in a state that's under pressure and consumed, again, with the normal tax-filing season."

An IRS spokesman declined to comment.

Stimulus deal struck
The last similar tax rebate was issued in 2001. The legislation was passed on May 23, and the checks were delivered less than two months later - as early as July 20 for some taxpayers.

But the 2001 bill was finalized after tax season had already ended, which some experts believe gave the IRS the ability to send the checks out faster than they will be able to in 2008.

The Treasury Department, which oversees the IRS, said the department and IRS are already discussing how to cut checks quickly, a spokesman said.

"While we recognize that tax season is ongoing, we will do everything we can to make sure [the checks] get out as fast as possible," the Treasury spokesman said.

I don't think that $1800.00 is going to stimulate the economy. It is still NOTHING compared to the price of fuel. They can do whatever they want, but until gas prices drop...the economy is still going to suck!

Hold your horses. NOTHING has been signed into law yet and I've seen nothing as to what tax year this will apply.

The procedure will take a while and I suspect the first checks won't start showing up for at least a couple months. This was done once before back in the 70's and it was late spring before the $$ started rolling.

Rumor is that lawsuits by the "disenfranchised" may stop the entire process.
 
Am sure those checks will only go to freeloaders that never paid a dime of taxes in the first place (remember the last time?)

Pelosi can blow it out her liberal pie hole for all I care... she zips around on her "oh so" green, carbon credit, over the top private AIRLINER at $25G of taxpayer money per hour to ride her corrupt crew around......

I have already filed myself, but this sounds like an automatic deal, where as they will receive a check in the mail. So those that pay in/ reported to the IRS of their earnings, same for me i would receive the 1800 married with 2 kids..
That is what it sounds like to me. Unless someone really knows how i am sure they will chime in on the issue.

But either way, people are still afraid to spend money on stuff that is not necessary. Best thing to do is take the check, get it cashed and bury the money in a mason jar cause when the depression hits, it ain't gonna be purdy!

Excellent question. Fact is WE pay for them. Lawyers need only claim they represent those who cannot represent themselves and are allowed, by law, to submit for reimbursement. Some groups you may have heard about:

ACLU
NAACP
Sierra Club
NOW

The list goes on....now start paying your "fair" share you wealthy white guy

Well, sort of... I mean with a wife and 3 kids, money right now is kind of tight. I (like alot of others on here) spend alot of money on fuel just to go to work so that I can pay taxes. Everything I have read just points towards gas as being the primary cause of inflation (at the present time). Fuel prices have driven up the cost of everything.
 
They stated on the local news today that in order for this to get signed through by both parties money will need to be given to everyone, not just tax paying citizens. Bringing an estimate $800.00 individual return down to shy of $300.oo

Well, sort of... I mean with a wife and 3 kids, money right now is kind of tight. I (like alot of others on here) spend alot of money on fuel just to go to work so that I can pay taxes. Everything I have read just points towards gas as being the primary cause of inflation (at the present time). Fuel prices have driven up the cost of everything.
If fuel followed the inflation over the last 20 years, it would be 4 times higher than it is now. The media pushes the fuel price crap. Why? The almighty dollar. NBC is the worse of all, because they are owned by GE. GE is doing the anti oil thing because they have billions of dollars invested in "alternate fuels" and if things dont go their way then they're screwed. Gas prices isn't the problem.
