According to Microsoft, this is a "feature," not a bug. Luckily, you can turn off the service and stop getting these ads.
Right-click My Computer and choose Manage.
Go to Service and Applications and choose Services.
Double-click the Messenger entry.
Choose Disable as the Startup type.
Click Stop and Apply
