Apple would've liked to make the iPhone 4s an LTE device but thy were not willing to make compromises in the design of the iPhone; for instance if yo look at all of the Android first gen LTE phones they are all BIG due to the fact that Qualcomm did not have a combined 3g 4g chip-set, they had to use two chips and Apple didn't want to change the phone that dramatically. Also the 4g LTE phone reportedly have horrible battery issues when using primarily 4G LTE.
Now that Qualcomm has a smaller integrated chip-set that can do 3g and 4g it's pretty much a given that the next release of the iPhone will encompass 4g LTE.
