I can't explain it either - it's their mentality. My family's business has a location in Jefferson Parrish on some of the highest ground in the city. Did not get flooded during Katrina. Our employees live in these areas. Most of them stay because it's where they've lived their whole lives and wern't gonna leave. But there are still broad swath's of city that looks like Mogadishu. Those that had insurance to rebuild won't have insurance the next time. A lot took the government handouts, and continue to expect the government to bail them out the next time; you will hear the talking heads say that this was a 'manmade' disaster (both Mayor Landrieu and Senator Landrieu said verbatim this AM on TV) because the levies failed - well, no shait Sherlock, and they'll fail again if another Class IV or V hits in the right spot.

It is all a numbers game. Gambling, if not for a better word. There is no way to predict the weather and how many times it will hit in anyone area. Katrina was not the cause of the major destruction. Failure of the levy system and people not properly planning for the "perfect storm" were the major factors.
That is how we live today, good, bad, whatever.
We don't see potential problems and act on them in the form of prevention.
It happens everyday everywhere. Just the way we are.
It is frustrating and there are always going to be armchair quarterbacks on Monday morning.
It is evident in all our lives.
We may not back up our computer in case it crashes, we may not wear our gear because I am only riding a short distance.
We may only have minimal insurance for whatever reason and hope nothing bad will happen.
All in all it all boils down to RISK and how much we are willing to take for any given situation.
I wish someone could assign a number the federal gov. would rebuild an area prone to major storm and natural disaster which would be fair to all taxpayers. That is the problem, who determines "what is fair" and when does common sense play a part?
Finding a blend of the two is the big question.
Either way we need to help our fellow Americans.
We help every one else in the world. We must never stop helping Americans.
