No, gen 1 and 2 grab bars are Not interchangable.
Grab bars interchange between 99 and 07
for the gen1
and 08 to 2020 for the gen2.

the gen3 Upper Bracket has the same art.-no. like the one from the gen2 - 51311-24F50

so in my view the gen3´s must fit too
what then means that the new styled gen3 handlebars also should fit at gen2 (not gen1!)

that all i found out by the microfiches i found elsewhere
