Steering damper on 2006 Hayabusa

Is it normal to be lose? I was locating the accessory port for GPS and when I took the front fairing off I did a visual of everything under there. When I grabbed the steering damper it moves up and down approxamately 1 inch. The allen bolt holding it in place is tight. Sorry if this question was asked a thousand times already...
