Polishing problems

I'm polishing the sides of my frame on my 04' busa. The rough area next to where your leg sits(before the weld)sanded fine, yet the smooth area of the frame ahead of the weld,which i thought would be easy to prep,has some type of clear coating on it.
What kind of coating is this? I've tried my Aircraft stripper with no luck. 80,180 or even 220 barely cuts into it by hand or with my electric sander. I haven't tried my DA on it, but to do that i've got to transport the bike to the shop move all the paintwork (cars) around to make room for the busa and i don't want to do that if i don't need to.

Any tips or hints would be very helpful.
I've got every sandpaper grit from 80 to 2000 at my disposal.
I tried polishing a few areas and even after the final polish the appearance seems a bit cloudy looking, any way to clear up the finish like a mirror?
If you want to know if polishing is time consuming, YES!
Since i opted to dremel all the corners and edges, that alone has tripled the labor time.

I found a black paint stripper wheel that mounts on a drill, this took the coating off with a little effort. That's some hard ass coating.
 
Easy Off oven cleaner in the aerosol cans supposedly takes it right off.
