Actually, someone has installed the wrong ones in the wrong spots. They are the same dimensionally, but the ones with the little dots all around them go on the bottom of the bike. The smooth ones are for the visible areas.

Not that it would have made any difference in removing it

Use as wide a bladed screwdriver as you can and go slow. It must have been stuck or like speed said the wrong one (the look almost identical. I've never seen one break like that. Push it out from the top and replace. Those aren't even the difficult ones, wait til you try to lift the side faring off (the one pin that you have to lift the faring UP to get unpopped around the tank is the WORST (don't ask how I know why
