ebc brake pad noise

Ok, pulled the calipers, pulled the pads, extended the pistons enough to clean them carefully. They retract easily, you can push them all back in with your fingers, no problems. Reinstalled the EBC HH pads, even put some anti seize very thin layer on the backing plates of the pads, and on the mounting pin. I know nothing is sticking, weird, etc.

Same exact sound. Once per rotation an light shhhhh followed by a faint clink as the pads shift, presumably. Put the bike on the rear stand and jacked the front wheel off the ground, and the brakes are dragging more than they should when I spin the front tire by hand. I'm just about to put the stock pads back in, think about it, maybe try another brand of HH pads like Galfer.

Love the extra stopping power, but this does not seem right.

I've installed dozens and dozens of new brake pads over the past 35 years, and never had this problem. Do I just need to give them some more miles? Total now is maybe 10 miles at the most.
