Zip ties on inside cowling?

When I removed all the screws on the left fairing (where it connects/meets up with the right side fairing above the front tire) I could not get it off the frame...so I take a peek up under the front tire and I see the fairing sides are held together by Zip Ties! I had to get a hand saw up in there to cut it apart to get the fairing off the bike! Do I have to Zip Tie it back when I'm done??
The Zip Tie is where the two black panels come together right by the fork

With the panel off the bike the Zip tie was on the black inside panel where the hole is

My guess there was suppose to be a push pin there.

The last owner must of lost it or it broke and he used a tie rap on it.
