In short, the initiative was passed in 1988 and the insurance companies finally gave up the fight and have agreed to base their rates on driving records rather than where someone lives. Average of 8% insurance premium drop for State Farm drivers in CA.
Beware though, if you get a ticket, it'll probably go sky-high. I'm sure they've got plans to make up that $204 Million they just lost.
