Starter Clutch Noises...Help needed please....

I'm hearing a rattling sound and a slight humming sound coming from inside the starter clutch cover on my 2006 BUSA with 31000 Miles on it...
Is this a sign that my starter clutch needs changing???
Or is it that the timing chain and tensioners need changing
or is it Clutch plates and fibers???
