RPMS HANG!

Maybe I'm nuts. My buddy keeps telling that on his 06 busa the RPMs hang when disengaging the clutch. His says it has to do with the slipper clutch in his bike compared to one in my 04.
He seems to think this is a bounus feature on his bike while I think his clutch is not fully disengaging. I'd like to set him on the right path to fix it if something is wrong.

The clutches in '02-'07 are the same.

Mine did that when my fast idle was out of adjustment.

Fast idle cable as mentioned and or throttle cables a bit too tight , loosein adjustment on cables and restart bike see if it still hangs up ... readjust cables find sweetspot like a chain adjust , also if any of the cables have been removed and reinstalled make sure routing is correct.
btw is there a TRE installed ?
