I am sorry this is not my bike it's my brother so I will try to explain the issue as best as I can because brother sometimes can't explain the issue well. 2004 Busa 1300cc it seem that for some reason his clutch lever on the handlebars is extremely soft and it does not disengage, the clutch stays in gear. He changes the clutch and the handlebar clutch lever is still soft and does not disengage the clutch. when I check the clutch fluid it was empty but I saw no fluid on the ground in my garage How can I fix this and what is the issue?

He says that he bled the clutch for about 45 minutes and it did not fix the problem.

Bad master cylinder, maybe? They sell rebuild kits for those and there is also a lot of used ones available on ebay

It is possible the fluid has leaked out of the slave cylinder seal, the slave cylinder is on the left side of the engine, on the front sprocket cover, you will see the hose going to the round slave cylinder.
Take the sprocket cover off the engine and see if it is wet around the slave cylinder piston area
