Reinstalling front forks...

I'm trying to reinstall the front forks, and the Haynes manual says 29mm from the top of the fork tube.

If I install it that way, the fork doesn't "top out" in the top mounting bracket (the one that's tightened with the Allen wrench).

It also doesn't line up with the way the wear marks on the forks (there's a thin line visible) they way they were installed from the factory. It's about 3-4mm off.

So do I top out the fork (which I reason would make it more secure), or do I do what the book says?

I'm stumped. Ideas/suggestions?
