if the light does not change in an appropriate amount of time then it is damaged or malfunctioning. You have the right in ALL states to proceed with caution if the light does not operate properly and if you do so with caution.
All NC is doing is stating openly that they know their equipment doesn't work properly. A statement like that tells me that they have no immediate plans to fix it either.
Its like here with the signs about watching out for motorcyclists.....its a band aid. A fix or real action would be doubling penalities for being involved with a motorcycle in an accident.
I will ask for the stop watch if I get pulled over. Glad they changed that I was tired of right turns and U'ies.
I wish they would chance the lane splitting one I have been known to do that one allot. I hate rush hour traffic busa's were not meant for stop and go.
Not sure they will change the construction cone splitting rules anytime soon.

lol here's the situation. we're on a two lane road and the inside lane was repaved. two cars in front of us going slow as all get out. There 10 miles of cones ahead and a nice straight away. Busted a busa right and hit the open road. dodged the cones back onto open road. At no time was there any construction going on. I thought it was a pretty sweet move myself
