Using the 100 million and the 3.5 trillion means that he is taking 90 days to try and reduce the budget by .003 percent.
Why don't they say that instead of 100 million!
As far as the pennies go, using 5 pennies = 2 billion (as stated in the vid) I got that he has $87.50 in pennies to represent the 3.5 trillion. He stated around 100 dollars in pennies to which I would agree.

For the 5 pennies = 2 billion then 1 penny = $333,333,333.33
1/4 of that is 83.3 million which is a rough approximation of the 100 mil.
