Meaning a dealer had the opportunity to put their name in them during the set time, and they were chosen by lottery.
Once the 100 were gone you had to wait till the next time slot.
The last time slot dealt with 100 units, plus any cancellations from the previous ones.
This last sentence is pretty standard in the manufacturing world, as future issues are unknown and they don't want to make a promise they can't keep.
But officially there are 300 total global units, and I have no reason to doubt that number.
Now, I am sure there were set limits to larger countries to ensure those in smaller countries got at least one or 2.

I know for a fact there are 25 in Canada, as I have #17 of 25 myself.
I read 25 in the USA, and 4 in Italy and other European counties.
I will assume 50 are saved for Japan, as I read that outside Japan it was 250 units.
