Having issues going past 8k rpm in 1st threw 2nd

Has anyone had any problems with the bike not wanting to go over 8k rpm in 1st threw 2nd. Like wide open throttle and it will start spitting and sputtering. TC, LF is off and it has a fuel take of gas. Would bad gas make it do that?

Is there anything in the owners manual? I don’t have my manual near me but I wonder did you mistakenly turn on the speed limiter? Not sure if the speed limiter will limit rpm’s like it does mph but I accidentally turned mine on one day and it blocked the cruise control from not working. Just a thought because I’m not sure.
 
Correction, blocked cruise control from working. I could turn on my cruise control but when I tried to set the speed the word “Set” would flash and the speed would not set.
 
I remember the manual said the speed limiter will limit the speed to the mph you set it but if you twist the throttle it will still accelerate so that’s why I’m wondering if it will limit rpm in 1 & 2 but allow for higher revs in higher gears. Anyway just a thought something to check.

I will check but it does it in 3rd and 4th as well
 
Some more info, if my old memory is correct I remember when I had the speed limiter turned on the word “Set” for the cruise control was a different color than usual.

Secondaries were my culprit.

I had similar running characteristics when I plugged in my freshly cleaned injectors that had sat in the box for four months. Very strange to say the least but when I rolled WOT, it wouldn't rev past 6000-7000 RPM so I just kept hitting it until finally it broke loose.

I also ran/run a liberal amount of berryman b-12 chemtool. 3508 miles later since the Sturgis run, everything is running as it should.

Now, that being said, I did have issues after a very early teardown of the fuel system. There was a lot of stuff clogging my injectors. That's why I had them cleaned. I also filtered out the gas tank, so there was a fair amount of certainty that the fuel system was pumping fresh, clean fuel.

Runs exceptionally well now.
