Front rotor problem?

When I have the bike on the stands the front wheel is a little stiff to turn.You can hear the pads on the rotors as you turn it by hand.I'm guessing it's not suppose to do that but I'm not sure. I have plenty of pad left so I know they're not bad.

There semi metalic pads, its normal for a little drag!
