1999 & 2000 have a 2 piece axle, so you don't need the socket, just 27mm wrench or socket. I just replaced the front tire 2400k ago. I have put penetrating oil on it for 3 days & still won't break loose???If you look in the tube you can see some light rust, must have happened after my Galveston trip.

Any suggestions?

Yes I am keeping the left lower fork bolts tight & rt side loose.

Did you try tapping on the axle a little to bust that rust loose?Maybe left side crimp too tight of torque?Tap on the right side have left side crimp bolts tight.Tap on the left side have right side crimp bolts tight.Retorque left loosen right and try too bust axle loose.
If ya have to use heat, use very little.

Both of the two previous posts is what I would suggest. And if you ever get it loose, add some powdered graphite to the threads when re-installing and that shouldn't happen again. Good luck dude.
