Fault code C15 help

Hi All,

I'm after some help please.

I have just put my bike back together after the engine was out for maintenance.
Went to start it for the first time & I now get fault code C15 which is engine coolant temp.
I have tested this sensor (see attached image) in water up to 95° and it doesn't open and the voltage reads 0.04 all the time.
Is it supposed to open? does the voltage actually mean anything?
Is there something else code C15 could be that I'm missing or is this sensor dead?

I've checked wires, plugs & fuses.

Thanks very much

I recall years ago a guy was trying to kickstart his Harley outside the barracks.

He was at it quite a while, I went out as I was going somewhere on my bike which was parked beside his..... I noticed his kill switch was in the off position....I went over and turned it to the on position and it started right up...then he said he was too tired to ride it...

But that was a face-palm moment for him....he never forgot that again....
