Epa pair valve and calif. emissions question?

Hey guys, have a quick question....I am selling my 03 busa on ebay and had a potential buyer ask me something i really dont know the answer to.  He asked does my bike meet california emissions requirements? He said he wont be able to register it if it doesnt because it has under 7500 miles on it.  I know they make a calif model that is a couple of pounds heavier but i dont think mine is that model.  Also if i took off the EPA PAIR valve crap and blocked it off does this effect it and will it make it unregisterable in cali if it was indeed a cali model? I bought the bike new in AZ not CAL also. My question i guess is, Does the base model meet calif emissions at all, or was that the whole premise of a calif model...and if it does will me doing the PAIR mod mess that up....... thanks   jonathan

actually i found the answer cali models for cali...other models dont meet the requirements....thanks
