The steering has a metal bump stop so just add a another one on top of that one sorta like the one in the pic , you can get them at any hardware store, all sizes and Walah no more lever hitting the plastics.
Once you add a bump stop such as a wheel weight (Which I use on both sides to assist in avoiding the infamous tank slapper) the steering head will no longer lock the forks with the key!

Well somebody needs to try it with a small one like I showed because when you lock the forks theres should be just enough play ...I hope ...cause I want to get the shorty levers too
I don't have shorties, but my long length Chazzos make an annoying click where the clutch handle taps the bar end weight. I used a similar black pad on the end weight and now no more clicking!
