It does go against the norms of what police forces buy, however, it is built with the patrol officer in mind. Not modified like most other cars. It's purpose built, which could work in it's favor if they can prove that it's all they claim.

FLEET cars ((SPECIAL SERVICE )) ((POLICE ))are civilian market cars that are modified enough for the special duty as a Police car .This is for cost $$ .
((No automaker is going to invest money on a FLEET ONLY vehicle.))
