As far as to what year to buy I agree with what color you like cause you won't be disappointed with any year. I opted to buy the first year (1999) because I wanted the unrestricted model and I loved the copper color....... Good luck.......

The answer is quite simple.  My Busa, It would be the best busa too buy, link available in sig.  

You didn't state your location but since you're talking Kilometers and Canadian $$$, I'll assume you're in Canada.  

Looks like you're looking at $6761.33 in US dollars.  Might be a bit high with fair mileage, but agree with the above responses, pics would help.  It all depends on how "Custom" the paint is, and you said polished, not chromed.............sooooo.
