You can flash the ecu in 02-07 models, and the fuel pump and a few small parts have been improved.
I'de go with newer just for age of parts if the price was right, but I wouldn't be concerned about the older one either, again price dependent.
There were several issues fixed by 2003, I think, starter kickback, fueling system ( vapor lock induced by heat ) of course then you have the 194 MPH top end on the ‘99-‘00, cam chain ??? Someone in the know help out.

bendy aluminum sub frame and 16 bit unflashable ecu, are other pre 03 problems.
The only pre 03 busa I'd buy is a BONE stock, still with the warning stickers, low miles copper 99 just for the collectability.
