Someone help me understand - Cali Oil Spill

Let me start this one out with a caveat that I don't know everything and I will openly admit that but I watched the news this morning and observed guys picking up weeds and such covered in oil on the beach. It sure seems like there might be a more automated way to collect the oil than to have fellas down on their knees picking up rocks. Do they do it all over again when the tide comes back in? This just doesn't seem like the best use of resources...
