If your doing it so they dont get your plate then just take it off.

Buy a clear one and tint it if you want it that bad. Use the japan stuff off ebay. Way better than vht.

I've had blue covers on my car plates for years and have never received so much as a warning. Lived in MA, MD, VA, AZ, DE, NJ.

go to tap plastic they have light and dark tint, clear they will cut it to size then just drill your own holes.
