Nice idea if it works.

"Thanks to some sophisticated new technology created by Virginia based company Starchase, police can now track crooks by shooting GPS homing devices like darts and sticking them to the back of fleeing vehicles. Instead of a frantic pursuit, the pursing police officer eases off the chase and lets police headquarters track the suspect by computer. Police can then move in for a calmer arrest."

Give people a chance to dump contraband. Crooks can get out of site and dump car. Opens alot of doors for bad guys in my opinion. Great idea if once they stop, the cops can pounce immediately.

after the car's been hit by the device, all they gotta do is swap the cars and keep going...

The same company that makes the darts will start a side business selling something that detects and disables the darts.
Hackers love this sort of challenge.
