Power Commander remapping question

question on the PC maps. Does say an increase in a cell from, for example

7 to 10 indicate a 3 percent increase (is each number a 1 percent) or

7 to 10 indicate a 42.3 percent increase (the actually % increase from 7 to 10)

In the example cited it is a 3% increase. It is not exactly 3% fueling increase, but it is close enough to call it that.
