Pair valve delete = tune needed?

Does anybody know if I can scoot by without a new tune after blocking off the pair valves?

I was actually wondering the opposite. On my old FZ-10 you DID NOT need to use block off plates as the pair valve is normally closed. If I DID get a tune would I need the block off plates?
