Front wheel question

When i put my bike on the front stand today, I notice that my front wheel wasn't turning freely. It appears to me that the rotors is rubbing harder in a certain spot than others. Are yours the same way? The wheel is true, and straight.

The rotors are probably warped from heat of frequent and/or hard braking.

Could it be the thick chrome from the wheel? These are floating rotors and they are made for flexing when in extreme heat.

I mean the chrome was pretty thick. I had a hard time putting the rotors back together and all. Im guessing its the part where the rotors touch the wheel...that part is too thick.
