Electrical problem on 1999 Busa, AP Sensor

Hey Busa owners, I have a small issue with an incorrect reading on my 1999 hayabusa's AP sensor. With the ignition on and connected to the grn/yel (+ probe) and the blk/brn (- probe) (probes on voltmeter) I am getting 3.5 volts. When I apply vacum to the AP sensor according to the Haynes manual at 750 mmhg the voltage DROPS to 1.2 to 1.3 volts.

This seems backwards to me. I would think that the voltage at idle or with ignition on would be low to begin with and then when driving the voltage would be 3.6v with pressure.

Can anyone PLEASE shed some light on this for me. I am getting the correct voltage on input. Output seems to be a little wacky!
