CA vs. 49 state models

I am still looking to replace my stolen 'busa. I need to know if I should exclude CA models from my search. From a performance and tuning standpoint, are there any advantages or disadvantages to the CA models vs. 49 state models?

CA models run cleaner

CA models have a smaller fuel tank capacity, I think its like 4.9 gallons instead of the normal 5.5 in the other 49 states...I may be wrong about precise gallons, but I know it IS less.

I was told 1 or 2 hp less for smog equipment and yep about a half gallon less fuel.
