190 55 Rubbing Chain...? Normal?

hey guys i just put on my dunlop qualifiers and i went with a 190 55 17.. but when i put her back on the tire is barley hitting the chain!

Is this Normal?

You dont have the wheel straight! A 190 shouldn't come that close!

I just got done remounting the rear wheel with a Dunlop Qualifer 190 50 17 and there is about 1/4" clearance from the chain.
