Yes it sucks in New England, I am looking at snow through my window. Always something where ever you go. Lived in South FL. and went through 2 hurricanes and summer rains. Mud slides in CA. Tornadoes in Midwest. Narrows it down to Wyoming or Montana. :) If we had enough money we could...

Quality BOV can be adjusted. HKS Turboxs type H GReddy just to mention a few. Usually the cheaper low ends are the only ones that you can't adjust. Also some are much louder than others.

You could do it but not easily, but that is a whole new discussion. A lot of other factors to consider, wind resistance being the largest.
