In his state of the state address to California, the Governator has three major changes he wants to make;

1)Wants to have the judges draw where the district lines run for voting.  Democrat and Republican Legislators both don't like this because right now the legislators get to draw the district lines which means they get to draw the the voting lines in so they can try and keep their seats.

I like this change.

2)Wants to base teachers pay on merit not tenure.  This will be a tough battle with the teachers union.

I'm not sure about this one, in theory it is good, but how do you base pay on merit fairly.  Also, this battle will be very tough, why fight this battle, fight an easier one.

3)Says California's budget problem isn't due to revenues but spending.

I completely agree, too much wasted money.  Too many people want the government to support them.  California is too Socialist for my taste. Not to mention all the money grubbing crooked politicians.

Financially he is a lot smarter than most people would ever give him credit for. Kinda suprised me when I found out about some of the things he has done with his money. These do sound like good ideas to me although I do agree that judging the merits of a teacher may be difficult at best.
 
I think Arnie doing a good job, and I hope he can keep from turning into the typical politican.

I like the principle behind the pay for merit but not sure it can be accomplished fairly. If all our teachers had to do is teach kids that come to school ready to learn, a standardized benchmark would be easy. When teachers have to be Social Workers, Translators, Negotiators, Cops, Family Planning Counselors and Social Engineers because their students parents and can't (or won't) take a bigger interest in the child's well being, by what standard are we supposed to grade them? And many of them still have to go out of their way and purchase supplies out-of-pocket that the district can't/won't provide. Teachers don't get the chance to just teach, anymore.

Go after the waste in education, first. Bloated budgets for bloated administrative crap. Boost the funding at the local school level - not just salaries, but basic school needs. Does it need to cost $35million for a high school?

My ex is a principle in Compton Unified. Her yearly out-of-pocket for the school is $5000. Just to make sure the teachers and staff have what they need. They have bought shoes for kids in the past, had more than one parent threaten physical harm to the teachers because the teachers have held them back a year (Hey, when your kid misses 48 days and you live 8 blocks from the school, what do you expect? Why tell the teacher that you're going to kick her a**), hired (on the QT) parents to translate because over half of the classroom can't speak english.

If this is what the job description of a teacher is now supposed to be - no problem, just give them the tools and money to do the job and figure out a better way to evaluate them. If the Governator can figure out a strategy to attack THAT problem in education, I'll lobby for a lifetime term.
 
What are his opinions on Immigration? I am sure that CA pays over half of it's welfare money for illegal aliens. Also the fact that they seldom have insurance for health or auto. It's a huge problem here in Minnesota with our emergency rooms.

I bet the illegal alien problem also plays a part in your education system?

Just curious.
 
I guess several "illegals" gives the rest of us "illegals" a bad rap huh.

One of my co-workers said other states actually give teachers yearly tests in the subjects they teach. That would be easy enough, but just knowing the material is only half the battle, the other half is to teach it to kids.

I agree, he is much smarter than he comes off. His accent and the roles he's played in movies hurts his smart image.

I agree that some of the problem isn't teachers but the parents/child. But there are a lot of teachers in Cali that don't care and just sit on their job for the paycheck only. Getting rid or making these substandard teachers do their job will help, but your right there is more to the problem than just the teachers.

I don't remember if he mentioned imigration in the state of the state address. But he did veto the illegal alien driver's license bill. What kind of sense did that make, lets give illegal aliens drivers licenses so.....I don't know why. Would have been a good trick;

"Attention all illegal aliens, come get your driver's license and a free car too." Then you could tag'em and ship'em out.

That's exactly my point. Teachers don't teach anymore. Classrooms full of "Wally and The Beaver" don't exist anymore. If half of the students in a 9th grade class can't read at a 4th grade level standardized grading of teachers ability is nearly impossible. And the teachers that CAN'T teach use that excuse to skate by, doing the bare minimum to hold onto their jobs. The litmus test that judges the good teachers handicaps them and the bad ones, as well. Too much money is spent on administrators and fat cats at the district and not enough in the trenches.

You want test scores to go up? Give a teacher a smaller class and the ability to just teach and not deal with minutia. Give the principal the final authority to kick the knuckleheads out. If the parents won't get involved in keeping little Johnny in-line, don't mandate that the schools have to solve all the social ills in the world. Get off the agendas and back to what they do best. And for God's sake, pay them what their worth!

Merit based pay is difficult at best. We tried it at work and dropped it. I think it would be better to pay better salaries across the board and cut the administrative positions, and give more clout to the principals.

I believe the last survey I saw showed there are more white people on welfare in CA than anyone else.

Few years ago because of the census. District lines were redrawn for the county. First time drawing of the district where shown. Our small town was thrown in with large cities. Obvious gerrymandering to delute our town and other surrounding small towns, with high concentration voting block of a big city. Big gaps in the district skipping adjacent towns and moderate cities. For years no matter what we voted on the result was strangely alien to what the locals wanted. Even the politicos didn't bother campaigning in the area. We be going WTF who the hell is this guy after he wins.
After the District lines were redrawn it made more sense. Adjacent communities all belonged to same distirct. First time the vote started to make sense.
