Small air mod 02 busa, help

CAN THE SMALL AIR BOX MOD. BE DONE WITHOUT INSTALLING A POWER COMMANDER??

It won't do anything for you... other than the 'seat-of-the-pants' dyno and giving a rough spot around 3000 and 4500. As is, the engine has all the air it needs. Only when you start changing fuel maps, changing cams, increasing bore, etc., will you see any gain from 'freeing' the airflow.
