When you get Sworn in as PRESIDENT, don't you swear to UPHOLD all Laws ! So, I guess by sueing Arizona and saying the Feds do NOT need their help. And by using their help it would overload the Fed., the President is either Negligent in his duties, or is just plan Incompetent in his job. I can't see any other answer (Other than Political and that goes to answer #2 ) 
"OH Yeah" , He can go to Las Vegas (Don't I recall him saying Companies should stop going to Vegas for Conventions ) for a 3 day Fund Raiser and Golf Game, but NOT to Arizona and see what they face on the Border
