Thats because the greatest (most rapid) pressure changes occur within the first 15 feet of water, when you plan to dive under water, you clear your ears earlier and often, which equals zero pain the deeper you go. Ear squeezes, which is what you are talking about, are not fun either and can easily lead to a rupture ear drum, ask me how I know
To clear your ears, plug your nose and gently blow, do it on the surface and continously while you go down, it becomes easier the more often you do it. Now go do some old man free divin'
