Had a transmission lock up on a neighbors busa. Once we took apart we seen no aparrent reason for it. No shavings or worn gears. Wondering if it could be caused by a bent shift fork? Any suggestions would help.

I should add that when pulling in the clutch it was still locked up.

I think you are on the right track. Sounds like the tranny has multiple gears engaged, due to a broken shifter fork, or a bound shift fork, bent fork shaft, etc. I recently encountered a Gixxer with a completely destroyed shift drum/cam. I should have snapped some pix for reference.
 
The shift fork could be bound up on the shift drum too. While it's apart think about replacing all forks and shift fork shafts and look over the dogs on the gears very closely.
