Guessing its a 99-00? Us old folks know about them, they were for when you pulled the tank off to plug it off so you dont drain all the fuel out

I expect cutting them off would leave a couple of good size holes so I passed.

they arent even needed,ive had my tank off a few times as long as you keep it up and laid down upside down,you dont lose a drop but im sure you already know this
