Hmmmm, sounds like a stolen firearm to me. That is what I would tell him charges were about to be filed under.

I also have to wonder, does this guy still have the weapon? It's likely he has sold it and is now avoiding you.

I hate to sound negative, but those are possibilities. Hopefully there is just a simple misunderstanding and bad communication on his part.

Make a report with the local PD that the guy won't return your gun and report it STOLEN. When he's caught he will be looking at posession of a stolen firearm, and he'll wish he had returned it back to you.....
