Where did you get the Eclipse Black Out Tag? and what is that used for?

I picked up the Eclipse Black-Out Tag from Lockhart Phillips. I believe that it was close to $200 w/ shipping. My thought is that it will pay for itself many times over from what "coulda been tickets" and those damn tolls.
