The sad thing about this is he is probably a college student at Southeren Illinois University at Carbondale. It is a college in southeren IL. Note the white LTD with the yellow stripe, it's an IL State Police vehicle. The positive note for the people of IL, there is no front plate. He probably isn't from IL. Missouri maybee.
