Factory Exhaust - What's this?

What is this section on the factory header/exhaust? (see pic) and why is it only on the left side? Also kinda curious as to why the mid pipe clamp is fixed on one side but not on the other, seems kinda odd, any ideas? 05 Busa by the way.

I believe it's spot welded in place, you can see the circular dimple in the band of the clamp, definetly would not move. I can take a close-up pic later to post. Just curious about this stuff, trying to understand the reasoning behind it's design.
