How do you get it tight around the head stem so it stops lifting between the inner panels?. The buckle provided is borderline useless.

Haven't had that issue, but had to ensure the strap was secure under the front stem and use a pair of needle nose pliers to pull the strap down from the buckle. Not sure it helps, but here is a pic of mine installed.

Center it on the Fuel cap and cinch down the front & rear straps. Then attach the small side straps that grab the seam of the tank.

The Bagster covers are also quite stiff when you first get one - run it through some heat cycles and it'll conform better to the shape of the tank.
